Not all the puppies we raise qualify to work as a helper to a blind partner. Some develop physical problems and others are not temperamentally suited to the work (just as all people are not cut out to be doctors or firemen). When a dog is released from the program, it is said to have a change of career. The dog's puppy raiser has first right of refusal to take the dog when this happens.
